The Heritage Pines CDD is located within Pasco County, encompasses an approximately 640 acres, and was created for the purpose of financing and managing the acquisition, construction, maintenance and operation of the infrastructure necessary for community development. The District is contained with Sections 5 and 6, Township 24 South, Range 17 East. The District is bounded by County Line Road to the north, The Highlands and Arlington Woods to the west, Orange Hill Estates to the east and undeveloped land to the south.
Infrastructure includes storm drainage (which includes lakes, dry retention areas and conservation areas) and street lighting.
A Community Development District (CDD) provides the 'solution' to Florida's need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. CDDs represent a major advancement in Florida's effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community's facilities.
